Christopher de Vere Walker is an authority on the power sectors within the Commonwealth of Independent States (CIS). He specializes in the region’s fundamentals, infrastructure, and regulations. He has authored numerous analytical reports on important energy issues in the CIS and carries out bespoke power projects. Notably he co-authored Kazakhstan’s 2017 and 2015 National Energy Strategy Reports, steered by KazEnergy (responsible for Kazakh power and renewable energy research and recommendations). In recognition of his work in Kazakhstan, he was awarded a medal for professional contribution to the development of Oil, Gas, and Energy sectors of the Republic of Kazakhstan.
Prior to joining IHS Markit, Mr de Vere Walker was a co-founding director of research company SEEPX Energy, focusing on the multitude of power sector issues in Russia, Balkans and Pakistan. He provided research and advisory services to international and Russian utility clients, oil majors, and financial institutions. Previously, he headed the energy brokerage power derivatives team in the United Kingdom and Continental Europe for Link Asset and Securities Ltd, covering electric power contracts (forwards, swaps, and options) for producers, suppliers, and traders. He conducted business and advised clients during the critical collapse of Enron and the transitional period of the Pool Purchasing Price to the UK New Electricity Trading Arrangement. Earlier in his career Mr de Vere Walker implemented a stand-alone electronic trading platform that traded Brent Oil and the FTSE 100 future. He also increased trading ties between the then two largest oil exchanges in the world: the International Petroleum Exchange and the New York Mercantile Exchange. He began his professional career with Saratoga Limited.
Mr de Vere Walker completed his formal education in Her Majesty’s Armed Forces, where he served for eight years.
